David Gilford

Senior Advisor

David serves as a Senior Advisor to SIP, providing guidance on policy and public-private partnerships to the company and its platforms.

He is the founder and Managing Partner of PolicyAlpha, helping bridge the gap between private capital and public priorities. He launched the firm after serving as SIP’s Head of Policy and Strategic Partnerships. Prior to SIP, David was a Principal at HR&A Advisors and co-founder of the Broadband Equity Partnership, where he designed digital and social infrastructure to close the digital divide. He also co-founded the Connected Communities practice at Intersection, developing technology strategies for over 40 million square feet of real estate. David’s public sector leadership includes serving as Vice President for Urban Innovation & Sustainability for the New York City Economic Development Corporation. He is also an Adjunct Professor at Columbia University, where he teaches on urban innovation and infrastructure.

David holds an MBA from the Yale School of Management and a BA in Economics from Williams College.
